Capacity building

Capacity building refers to the process in which the skills and knowledge are supported and/or optimised through the provision of services by the public sector to local citizens or businesses.[1] This capacity building is often delivered through the provision of expert consultative support and/or technical assistance and can facilitate the development and implementation of circular measures.

Capacity building can be targeted at an individual, organisational or relational and institutional level.
